Energie des Grands Lacs (EGL), an international organization formed under the auspices of the Communauté Economique des Pays des Grands Lacs (CEPGL), intends to select – on behalf of the Democratic Republic of Congo, Rwanda, and Burundi – an investor or consortium of investors from the private sector to develop, finance, construct, operate and maintain the Ruzizi III hydropower plant ("Ruzizi III"). Ruzizi III will be located downstream of the existing Ruzizi II hydropower plant on the Ruzizi River, which forms the border between the Democratic Republic of Congo and Rwanda. The capacity of, and energy generated by, Ruzizi III will be purchased by Régie de Production et Distribution d'Eau et d’Electricité of Burundi (REGIDESO), Société Nationale d’Electricité of the Democratic Republic of Congo (SNEL), and Energy and Water Sanitation Authority of Rwanda (EWSA)(collectively, the Offtakers) under a long-term Power Purchase Agreement.
The investors are being selected through an international competitive tender. EGL has been advised by Hunton & Williams, Castalia and Manitoba Hydro International in the first part of the project including selection of the preferred bidder. EGL is now advised by Gide Loyrette Nouel AARPI and Axelcium for finalizing the negotiation of the term-sheets and for the continuation of the project.
